Should Google be Free to Block Some Calls to Rural America?
Google is a very creative and forward thinking company, why should they be punished for providing something for free anyway? I really doubt that google is really trying to position themselves to become the next (AT&T) telecom company of choice. Besides, most revenue for telecom carriers in generated from private data services and Internet bandwidth and of course mobile phones. This is just not what google is in the business of doing. How AT&T and all telecom companies should be looking at this is that calling revenue is and has been going away, so, figure out new creative ways of creating value for your customers. 
Being in the telecom business, it has been understood for many years now that calling revenue, such as, toll-free, long-distance, and international calling dollars have been shrinking to the point of no return.
Broadview Networks, the company I work for as an example includes for free 150k minutes just for hooking up to our VoIP platform officesuite. This is a state of the Hosted IP-PBX platform that delivers almost any telephony feature you could think of. Broadview realizes that our value is derived from the applications and network we deliver to our customers.
